At Pyongyang, North Korea, the delegation was welcomed by Ms. Ri Hye Chang, First President of North Korean Association of Scientists, Mr. Sing Sung Kwon, Head of the Scientific Management Department of the association, and Mr. Choe Chang, Vice-head of the Scientific Management Department. Ms. Ri Hye Chang presented warm regards to the delegation. She emphasized that since the memorandum between two nations, this was the forth delegation of Vietnamese scientists to visit and work at North Korea. Following the meeting with Ms. Ri Hye Chang, the delegation had multiple workshops with scientists at the North Korea Association of Scientists. Researchers of both sides presented new researches about leadership of the North Korea Labor Party, Kimism, and achievements of North Korea in building socialism. Scientists emphasized the new direction of the North Korea Labor Party: building a socialist economy. This is the new priority of North Korea in contrast to the focus on nuclear weapons in the 2013-2017  period. North Korean people understand the role of technology in economic development; thus North Korea is facilitating science and education, improving the position of scientists and teachers, and providing free education for high school students and undergraduates so that every Korean can become a scientist.

The delegation also visited two universities in Pyongyang: Kim Jong-Il University and Pyongyang Teacher University. The delegation was presented with the history of the two universities and updated teaching methods in these universities.
